I spoke to my contact at Lippert and they do not recommend using the Lippert Components Correct Track Trailer Alignment with a wet bolt. The reason for this is because the bolts that are included with this kit have a special knurl on the end that lock into the cams which is not present on a standard wet bolt. If you are sure your brakes are getting power, but they are not working you will need to do some testing to find out if the issue is on the brake controller, truck, or trailer. To test the brake controller, sever the blue wire a couple inches from the back of your controller. Then use a circuit tester such as # PTW2993 to test the end of the blue wire coming out of the controller. The Trailair pin boxes like the part # UF35-946208 that you referenced are compatible with Pullrite Superglide hitches. You will need to get the correct capture plate for the Trailair from Pullrite though as we do not carry that brand. This Trailair does fit as a replacement for a Dexter pin box 221-003 that you mentioned. This will help reduce the chucking you mentioned noticeably. For the replacement cutting / lead blade you will want to check out Replacement Cutting Edge # 3371301220 and Replacement Cutting Edge # 3371301291. Both blades are 8' long and 6" tall with 13" between bolt holes just like you wanted.
