The reason for this is because the bolts that are included with this kit have a special knurl on the end that lock into the cams which is not present on a standard wet bolt. The better option for you would be to use the Never Fail Bushings like part # LC279685 as they completely maintenance free and self-lubricating. They also come with a lifetime warranty.
